Defence of Emilya Titanyan’s PhD Thesis

The defence of Emilya Titanyan’s PhD thesis, entitled:

“Political-Legal Analysis of Dual-Use Related Intangible Technologies in the Scientific Environment: Case of Armenia,”


will take place on 10 September 2025 at 11:00 (GMT+4) at North Avenue 5/1, Yerevan, with online participation available via Zoom link (Meeting ID: 896 2720 8189 | Passcode: 00000).

The dissertation undertakes an in-depth examination of the manner in which Armenia incorporates its international obligations on export control into the domestic legal framework, with particular emphasis on the regulation of intangible technology transfers in the academic sector. Through the combined use of interviews and case studies, the research identifies significant shortcomings in awareness, compliance practices, and institutional coordination between universities and state authorities. It concludes by advancing recommendations aimed at strengthening compliance structures, enhancing specialized training, and fostering more effective cooperation, thereby ensuring both adherence to non-proliferation commitments and the protection of the integrity of scientific research.
