On 20 October the European Commission published for the first time in the Official Journal of the European Union a compilation of national control lists in application of Article 9(4) of Regulation (EU) 2021/821 on the control of exports of dual-use items. In accordance with Article 10 of the Regulation, following the publication of the national control lists by the European Commission, the other Member States may now impose an authorisation requirement for the export of items on the basis of the national control lists.
On 19th October 2023, the European Commission published the Third Annual Report on the application of the EU Foreign Direct Investment (FDI) Screening Regulation2. Differently to the previous year in which the report was published together with the dual use report, this year it is released, jointly with the statistical update3 on the implementation of the EU Export Control Regulation of dual use items (Regulation (EU) 2021/821).

The XIII Meeting of the Chaudfontaine Group was held from 1 to 3 October 2023 to explore the possible consequences of the ongoing geopolitical transformations and fragmentation on the future of multilateral export control regimes (MECRs), which could be useful for a new configuration of strategic trade control regimes.
On 15 September 2023, the European Commission adopted a Delegated Regulation (Ref. C(2023)6125) updating the EU dual-use export control list in Annex I to Regulation (EU) 2021/821.
