Egor Kartuzov’s PhD thesis defence in Political and Social Sciences will take place on November 23, 2022 at 3:00 pm on the premises of the Faculty of Law, Political Science, and Criminology of the University of Liège (Belgium).

The author, being the last four and a half years the ESU team member and at the same time the Deputy of Head of Technology Transfer Department at Frantsevich Institute for Problems in Materials Science NAS of Ukraine, has been engaged in Ukrainian and EU regulations associated with transfer of disruptive materials science technologies and emerging materials developed at the institute. Since 1999, he has been a leading researcher, who developed those technologies and escorted and supervised more than 40 international grants awarded by the US ARL, AFRL, Navy, EOARD, STCU, CRDF, NATO SPS, TARDEC, etc. He was a Principal Investigator (PI) and supervisor in a majority of those.

The main results of his R&D activity can be attributed to scientific liaison, technology transfer, computer and analytical modeling of behavior of emerging impact resistant lightweight ceramics, metallic composites and glasses employed in extreme conditions (hypervelocity impact, high temperature corrosion, etc.).

He also gained his 1st PhD in materials science in Ukraine in 2016. In 2018 he was awarded with 4 years grant 9601 by the European Commission followed with STCU technical support to accomplish the current PhD effort at the ULiège

Today his thesis is : “Transfer of Ukrainian Technologies of Production of Dual use Advanced Materials to the EU : Barriers & Challenges”.

The objective was to enlighten Technical, Mental*, Political and Legal implications affecting transfer of Dual Use Materials Science Technologies

Under the concept mental* therein one should understand “a way of thinking and behavior” of human (researcher, politician, anyone who is involved in technology transfer or makes a decision), being snowed under an influence of a certain state’s system and in a time of state’s development
