Research on countries that have adopted the EU dual-use control list

The ESU has initiated a research on countries that have adopted totally or partially the EU dual-use control list established in Annex I of the Council Regulation (EC) 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items (updated lastly by Commission Delegated Regulation (EU) 2020/1749 of 7 October 2020).

The present matrix is the first draft based on the information available in my Unit. We are almost certain that there are more states who are referring to the EU list. Therefore, this document should rather be seen as a call address to the international community to help us identifying countries that are referring to the EU list. Please do not hesitate to contact us if you have  information that could help us completing the matrix.
