Publication of the updated Annex I to Regulation 2021/821 for 2024

On 7 November 2024, the European Commission published the 2024 update of the EU Control List of Dual-Use Items.[1]

Adopted by the Commission on 5 September 2024 in line with the decisions taken in the multilateral Export Control Regimes (the Australia Group, the Missile Technology Control Regime, the Nuclear Suppliers Group, the Wassenaar Arrangement) in 2023, and following the two months during which the European Parliament or the Council of the EU can object, the Commission Delegated Regulation (EU) 2024/2547 has been published on the Official Journal of the EU on November 7.

By virtue of its article 2, the Commission Delegated Regulation entered into force on the day following that of its publication in the Official Journal of the EU.


The update concerns the addition of:[2]

  • New types of plants and equipment in the nuclear field in entry 0B004, such as «Combined Electrolysis and Catalytic Exchange (CECE) plants», «Combined Industrial Reforming and Catalytic Exchange (CIRCE) plants», «Bithermal Hydrogen-Water exchange (BHW) plants» in 0B004.a, and «Complete columns or towers specially designed or prepared for hydrogen isotope exchange» in subentry 0B004.b, as per NSG decision);
  • Additional toxins and chemical precursors (new sub-entry 1C350.90 for Dipropylamine and 1C351.d.24 for Neosaxitoxin), as per AG decision);
  • Equipment related to noise reduction (in sub-entry 8A002.o as per WA decision);
  • It also provides for modifying the control parameters of signal analysers and converters, as agreed in the Wassenaar Arrangement, and updating the technical definitions and descriptions (of vibration test and telemetry equipment, as agreed in the MTCR).
