Abstract:
The principle that universities are only conducting fundamental research is not accurate any more even if it was the case previously.
The revelation of academic proliferation cases in the seventies and the development of virtual means of transfer have slowly constrained States authorities to change their policy regarding the control of university research activities.

Scientific research has to comply inter alia with international and national legislations related to the non-proliferation of weapons of mass destruction (WMD). In this respect, the SFIC’s Opinion invites, in recommendation 14, research organisations to contribute to raising awareness on the delicate question of dual-use.
