On 20 October the European Commission published for the first time in the Official Journal of the European Union a compilation of national control lists in application of Article 9(4) of Regulation (EU) 2021/821 on the control of exports of dual-use items. In accordance with Article 10 of the Regulation, following the publication of the national control lists by the European Commission, the other Member States may now impose an authorisation requirement for the export of items on the basis of the national control lists.

On 19th October 2023, the European Commission published the Third Annual Report on the application of the EU Foreign Direct Investment (FDI) Screening Regulation2. Differently to the previous year in which the report was published together with the dual use report, this year it is released, jointly with the statistical update3 on the implementation of the EU Export Control Regulation of dual use items (Regulation (EU) 2021/821).

On 25 May 2023, it has been published on the Official Journal of the EU the exceptional amendments to Annex I of Regulation (EU) 2021/821 to implement the changes in the control list adopted by the non-proliferation regime Australia Group at its Plenary in July 2022.
